Outgoing Representative Teo Zagar (standing at center) introduces the general goals of Act 46. He mentioned that although he voted against it during last year's legislative session, he thought the goals of the act were worthy in and of themselves, but the local execution of the goals might present a more complicated matter. As an overview, he stated "Vermont is in need of reform in our education system, not just because taxes are going up and it's costing us money, but because there are small schools in Vermont where kids aren't getting the quality education that they deserve, and/or those schools aren't financially viable anymore. So something needs to be done, Act 46 was a response to that." (Herald / Seth Butler)
